think that this concrete illu tration of the intolerable

position in which I found myself furnishes the strongest

comment possible on the unwiadom of the Governor's action.

That it has tended to create in the mind of the Governor

General an impression that direct intercourse is preferable

to intercourse through this Consulate General is evinced

by the fact that a few days ago His Excellency Chang sent

a telegram to Sir Frederick Laward on local currency

questions.

It is not for me to presume to say what action should

be taken to guard against a recurrence of incidents of

this kind, and I have, therefore, the honour to leave the

matter in your hands, contanting myself with the obser-

vation that, if they are allowed to rocur, all intercourse

bocomes impossible.
